Mr. Bernardo concentrates a significant portion of his practice in the area of tax-exempt financings and municipal law. Mr. Bernardo has been involved in the issuance of tax exempt securities as bond counsel, underwriter’s counsel, issuer’s counsel, borrower’s counsel and letter of credit bank counsel. He has also represented governmental interests in a variety of complex matters before state and federal courts.

Mr. Bernardo was named by Providence Business News as a 2006 40 Under Forty award recipient. In 2007, Rhode Islanders Sponsoring Education (RISE) recognized Mr. Bernardo for his 10 years of service as a mentor to children whose parents are incarcerated. Additionally, he has been selected by his peers to be included in the 2007 and 2008 editions of The Best Lawyers in America.

  • Represented underwriter in first tax-exempt charter school financing in State of Rhode Island.
  • Represent local communities in financing school, sewer, clean water and public building projects.
  • Advise clients on securities laws affecting continuing disclosure obligations of issuers.
  • Represented Governor of State of Rhode Island in federal court on Indian law matters.
  • Represented Speaker of House Representatives in state and federal court on challenges to legislative reapportionment.

Mr. Bernardo is admitted to practice law in Rhode Island, Massachusetts and before the U.S. District Courts in both Rhode Island and Massachusetts, the First Circuit Court of Appeals, and the United States Supreme Court. He is the Chairman of the Rhode Island Bar Association's Municipal Law Committee. Mr. Bernardo received his J.D., cum laude, from Roger Williams University School of Law, his M.P.A., magna cum laude, from the University of Rhode Island, and his B.A. from Rollins College. He served as law clerk for The Honorable Ernest C. Torres, United States District Court. Mr. Bernardo is a member of the National Association of Bond Lawyers, Rhode Islanders Sponsoring Education (RISE), Government Finance Officers Association, Moses Brown School Alumni Association. He is a volunteer coach for Portsmouth Abbey School, women's hockey and St. Mary's Bayview Academy, middle school girls hockey. Mr. Bernardo was named by Providence Business News as a 2006 40 Under Forty award recipient.
