Mr. Duffy offers legal counsel in all aspects of the energy business to
gas and electric public utilities, independent power producers (IPP)
and qualifying facility projects and provides counsel to clients in the
telecommunications industry. His credentials include such matters as:
- Successful litigation of IPP project disputes as to construction contracts, power purchase agreements and tax treatment.
- Numerous rate cases for electric water and gas utilities.
- Counsel to the first merchant power plants in New England to close project financing.
- Counsel to Rhode Island's first major qualifying facility project to close project financing.
- Counsel to the first Massachusetts independent power producer project to close project financing.
Mr. Duffy is a member of the American, Rhode Island, Massachusetts and
Federal Energy Bar Associations and admitted to practice law in
Massachusetts and Rhode Island. He obtained his J.D. from Columbia Law
School, and his B.A., summa cum laude, from the University of
Rhode Island. Mr. Duffy is a director of the Rhode Island Special Olympics and the University of Rhode Island Alumni Association He is a trustee of the University of Rhode Island Foundation, and St. Paul’s Parish. He has completed Leadership Rhode Island.
